Tabor is a great Colorado Constitutional amendment; it was crafted in the interest of the taxpayer, not the government. It has been hated by all taxing entities of government since its creation by citizen petition in 1992. These government entities seek every opportunity to undo Tabor. Currently the Littleton City Council is in this mode, attempting to undo that part of Tabor (the revenue cap) which restricts them from spending Tabor surpluses without voter approval. In essence it is your right of voter approval which Littleton Ballot Issue 2A will take away – forever.

The current system of limited time exemption from Tabor – works well – has served us well – keep it. Under the present law, when the city runs a surplus it can call for a vote to retain the surplus; without voter approval the funds must be returned to the residents. This prompts the city to have good prioritized projects and cost estimates to gain public approval for use of these surplus funds. Ballot Issue 2A will remove the requirement for a public vote and the need to pay any attention to majority public opinion on how and where the funds are spent. You lose your right to vote on these matters – forever – if 2A passes.

Read the Ballot Title carefully before you vote – there is not a single reference or guarantee of how one red cent of any Tabor surplus will be spent. Go ahead and read it again! We constantly hear the big lie that surpluses must be returned to the residents. The fact that is never emphasized is – the city can suggest projects for the Tabor surplus fund usage and ask for a vote to retain the funds. The City is unethical in this area by conspicuously omitting this fact. The surpluses are only returned to the residents if the city fails to sell its spending plans. Could it be that they are afraid that their plans are not in harmony with the public, and it would require real communication and compromise with the public to get them approved?

Littleton Ballot Issue 2A only guarantees one thing: “You will never again have the right to vote on the use of surplus Tabor funds.”
