Council on TABOR – Tom Mulvey
We submitted 11 questions about ballot initiative 2A to each member of City Council. Here are the answers we received by the print edition deadline. We did not receive any response from Council Member Cronenberger or from Council Member Ostermiller.
Do you personally support 2A?
No, I don’t support permanent deBrucing, it is forever.
Based on your best estimates today, if 2A passes, how much money would be available to spend in 2007?
We won’t know until the end of the year.
If 2A loses, and there are excess revenues collected this calendar year, how long do you keep the money until you refund it?
The end of the year after the money is collected.
If 2A is defeated this year, can you ask the voters again next year?
Yes, a TABOR election can be put on the ballot every year.
It has been estimated that the excess money the city will get over the next ten years can be as much as nine million dollars. If that number is correct, how would you spend it?
If 2A passes, the first thing that must be done is to put Channel 8 back on the air for all public meetings so that the voters can witness the decision making process and check our priorities. I would also equip the Community Room with enough cameras that the official meetings held there could be televised. Every city council meeting and all board meetings would be televised and recorded so the citizens would know what was going on without having to leave home.
Can the voters approve tax increases year by year or is 2A the only way to get the excess money to the city?
The voters can approve lifting the TABOR limit for one year or to approve spending the money for a specific purpose.
Is the city in a financial crisis?
No
During the time of the financial crisis, what cuts in service were made?
Even though there was no financial crisis, the city took Channel 8 off the air.
If you lose the election this year, will you retry the election next year?
I would never ask the voters to lift the TABOR limits permanently.
How much will this coordinated election cost?
I don’t know, but I will find out.
What is the problem with asking the voters for permission to spend their money as you identify a need?
No problem at all. That is the way it should be done.
